Job Summary:
The Human Resources (HR) Manager will perform administrative tasks and services to support effective and efficient operations of the Human Resources department. The HR Manager will coordinate with the Director of HR in the development of HR programs that enhance employee morale and productivity. As needed the HR Manager will assist with coordination of tasks and projects assigned by the Director of HR.
Supervisory Responsibilities:
This position does not have supervisory responsibilities.
Duties/Responsibilities:
1. Human Resources Administration
Maintains accurate and up-to-date human resource files, records and documentation.
Maintains the integrity and confidentiality of human resource files and records.
Performs periodic audits of human resource files and records to ensure that all required documents are collected and filed appropriately.
Answers frequently asked questions from applicants and employees relating to standard policies, benefits, hiring processes, etc.; refers more complex questions to the Director of Human Resources or upper management.
Monitors and maintains HR Staff Portal web pages and documents.
Assists with payroll functions including processing employee payroll changes, answering employee questions and fixing processing errors.
Maintains knowledge of trends, best practices, regulatory changes and new technologies in collaboration with the Director of Human Resources.
Generates and analyzes HRIS reports to support grant funding requirements and other department requests as needed.
Identifies eligible employees for service awards and coordinate recognition efforts, including communication and award distribution.
Provides support to the Director of Human Resources as needed.
2. Onboarding
Responsible for completing reference and background checks for potential new hires.
Responsible for assigning and ensuring completion of the electronic onboarding process by assisting and troubleshooting as needed.
Responsible for transferring the electronic onboarding process to Payroll for completion.
Responsible for completing the individual district required on-boarding processes for campus-based staff.
Responsible for other new hire checklist items including sharing new hire education forms with COO and the Director of Q&S, adding campus-based new hires to Program Site List, and entering employee previous experience into tracking sheet.
Responsible for processing temporary hires, contractors and/or intern background checks.
3. Benefits and Compensation
Ensures proper staff benefit enrollments and terminations.
Processes retirement plan enrollments, changes and terminations.
Coordinates and processes stipend agreements (mental health, bilingual, cluster leader and additional duty stipends) for new hires and current employees.
Assists with planning and execution of special events such as benefits open enrollment, benefit/retirement workshops and human resources updates for annual in-service.
Collaborates with Payroll/Finance team to process/reconcile open enrollment, annual compensation adjustments and other mass payroll changes during the calendar year.
Manages and updates the internal compensation structure annually in alignment with annual compensation goals.
Collaborates with the external compensation consultant as needed.
4. Recruitment and Terminations
Places and monitors employment advertisements internally and externally.
Monitors HR Resumes inbox and organizes/communicates applicant resumes for position openings.
Responsible for termination checklist items including communicating exit process and final pay & benefit information to exiting employees, providing resignation/termination notice to designated central office staff, and removing campus-based employees from Program Site List.
Processes termination paperwork for Payroll.
5. Human Resources Operational Support
Act as the department point of contact during Director of HR absences
Consult and provide guidance on employee relations, employment issues, policy and procedures
Review and approve incident reports
Seek legal counsel for complex issues
Make employment offers and conduct terminations
Conduct NEO presentation
6. Other duties as assigned.
Required Skills/Abilities:
Valid Texas Driver License.

Education and Experience:
Bachelor's degree in Business Administration, Human Resources, Sociology, Psychology, Communications or related field required.
Three plus years of Human Resources experience required.
Three plus years of experience in a non-profit administration position preferred.
Work Environment:
Hybrid – Remote and In-Office.
Occasional travel in the Greater Houston area for meetings and events.

Frequent multi-tasking and changing task priorities.
Must be able to lift, carry, push, pull objects weighing up to 10 pounds at times.
Compensation and Benefits:
Base Pay: Starting at $63,486
Other Pay: Business Mileage Reimbursement
